Comcast made the list of bad ISPs last year which was released to let users know who was guilty of BitTorrent throttling. Comcast was guilty of preventing seeding which is an aggressive form of throttling; it’s now becoming a widespread problem amongst Comcast users. Most Comcast users can’t upload to peers at all because of prevention by the Sandvine application. Some users can connect to a select few peers but have super slow upload speeds. A small number of users are also reporting problems with decreased download speeds. This is yet another thing for Comcast customers to be unhappy about.
Right now I am on comcast HSI Performance Plus: 8000 kbps / 768 kbps :

If this weekend, Comcast of San Jose, Ca has roll out Sandvine solution to ruin the BT usability Experience for their paying consumers base. Certainly this is one Business decision that will to drive Comcast HSI users to Cancel their Net access for another provider.
